Job description

Summary:
This position is a critical leadership role within the State Minister’s Office, focused on the successful implementation of Ethiopia’s Health Facility Accreditation Roadmap and Program. The Special Advisor will provide technical expertise and strategic guidance to enhance the design, execution, and continuous improvement of health system initiatives aimed at assuring the quality of healthcare delivery.
Objective:
To empower the State Minister’s Office in leading and implementing a robust health facility accreditation system, ultimately achieving a significant improvement in the quality of healthcare delivery across Ethiopia.
Scope of Work:
The Special Advisor will play a key role in the overall strategy and implementation of the health facility accreditation program, fostering collaboration with relevant stakeholders, and contributing to the program’s long-term success. This will involve providing technical assistance, coordinating activities across the program, and promoting a culture of continuous improvement and learning.

Job requirements

Roles & Responsibilities:

  • Provide strategic leadership and guidance on the implementation of the health facility accreditation roadmap.
  • Ensure the effective coordination and execution of facility-based regulation activities.
  • Serve as the main focal point for all matters related to health facility accreditation within the State Minister’s Office.
  • Build and maintain collaborative relationships with other executive offices, relevant government agencies, and external partners, such as the Ethiopian Accreditation Service.
  • Actively contribute to the development, review, and refinement of accreditation standards, ensuring they reflect current best practices and national needs.
  • Lead and support the organization of regular review meetings and learning sessions to assess the accreditation process, identify areas for improvement, and share best practices.
  • Collaborate closely with the Ethiopian Accreditation Service on registering facilities for accreditation, ensuring a smooth and efficient process.
  • Proactively identify and address bottlenecks in the implementation of the health facility accreditation program, developing innovative solutions to overcome challenges.
  • Represent the State Minister’s Office at meetings, conferences, and events as assigned.
  • undertake other duties as assigned within the scope of the role.

Functions/Key Results Expected:

  • Technical Support: Provide expert guidance and technical support to ensure the effective and timely execution of the health facility accreditation roadmap.
  • Standards Development: Contribute significantly to the development, review, and refinement of accreditation standards that align with national priorities and international best practices.
  • Process Review and Learning: Facilitate a culture of continuous improvement through regular review meetings and learning sessions to assess the effectiveness of the accreditation program and identify areas for enhancement.
  • Stakeholder Collaboration: Develop and maintain strong collaborative relationships with relevant stakeholders to ensure a coordinated and effective implementation of the accreditation program.
  • Bottleneck Resolution: Proactively identify and address bottlenecks in the accreditation program implementation, developing innovative solutions to overcome challenges and ensure program success.

  • Increased Implementation: Enhanced implementation of the health facility accreditation roadmap, leading to significant progress towards achieving program goals.
  • Developed Accreditation Standards: Increased number of accreditation standards developed and/or refined to ensure alignment with evolving needs and quality improvement goals.
  • Facility Enrollment: Increased enrollment of health facilities in the accreditation system, expanding the program’s reach and impact.
  • Quality Healthcare Delivery: Increased number of health facilities demonstrating improved quality of care delivery, leading to enhanced patient outcomes and satisfaction.

EDUCATIONAL BACKGROUND:

  • Master’s degree in public health or business administration fields.

WORK EXPERIENCE:

  • Minimum 14 years of proven work experience in health system strengthening; out of which at least 5 (five) years of directly related experience at senior level leadership at federal or regional level in healthcare accreditation, health facility regulation, and leading strategic and health policy document preparation and implementation is mandatory.
  • Practical and conceptual thinking on health service regulation program Cycle Management, Need Assessments, Project Planning, implementation, M&E, and reporting.
  • Depth Knowledge and experience of the Ethiopian health system is an asset and critical.
  • Strong writing and analytical skills demonstrated through published academic papers in reputable journals is an asset.
  • Routine use of G-Suites, internet and email systems, and statistical software is desirable.
  • Experience in public health management, mentoring, and coaching is an asset.
  • Experience in working with/guiding national-level technical working groups, developing donor relationships, and working with government partners and development partners is an asset.
  • Able to travel abroad and to remote areas in the country as deemed necessary
    LANGUAGE REQUIREMENTS
  • Fluency in written, reading, and spoken English is required.
  • Knowing More than two National languages is preferable.
  • Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
  • Ability to use additional statistical analysis packages is an advantage.
    ACCOUNTABILITY:
  • Both the Civil service and MoH/RHB rules and regulations will be applied to guide the day-to-day activities and performance of the manager.
  • *As new priorities emerge, the MoH/RHB may periodically revise this TOR for this position.

  • Fluency in written, reading, and spoken English is required.
  • Knowing More than two National languages is preferable.
  • Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
